Special Protection for Children with Disabilities as Victims of Sexual Offenses: A Study of the Parepare Police Women and Children’s Service Unit
Main Article Content
Abstract
Children with disabilities who become victims of sexual offenses may face communication, evidentiary and service-access barriers during police investigation. This article examines protective measures reported by the Women and Children’s Service Unit at Parepare Police and obstacles to their implementation. The study combines police interview material and an aggregate case summary with analysis of child-protection, disability and sexual-violence legislation. The administrative summary records eight cases involving children with intellectual disabilities: two in 2024, five in 2025 and one in a partial 2026 record. Reported measures include family or guardian accompaniment, psychological and social-work support, identity protection and interagency coordination. The analysis distinguishes the presence of an accompanying person from provision of individualized accommodation, and procedural progress from fulfillment of victim rights. Case counts do not establish prevalence or service effectiveness, and the 2026 record does not represent a complete year. The principal reported obstacles concern specialists, facilities and coordination. The article develops a sequence for needs assessment, accessible communication, verified referrals, information protection and service monitoring. It concludes that protective activity is reported, while consistency and adequacy require case-level evidence of participation, access and recovery.
