This article discusses assessing student learning outcomes in instructional organizations. This kind of exploration is a library study with the characteristics of examination managing text/composition or numbers, information is ready to use, library information is mostly an optional source and interaction is not limited by reality. The results obtained indicate that assessing student learning outcomes in an instructive manner is something important to do and is designed to achieve existing educational goals. The implementation of educational programs in 2013 should refer to learning outcome assessment cycles and exercises in accordance with existing regulations. The problem that arises is that educators feel that the new guidelines regarding the assessment framework are very complicated, considering that the guidelines use various assessment tools to assess learning outcomes. Instructor skills must be improved and have the option to adapt to the rules for implementing the 2013 education plan.
